I. Meeting called to order by President Jennings at 1000 hrs.
President Jennings welcomed newly elected association officers, and graciously thanked the outgoing officers for their service in the past year.

Roundtable introductions
II. Minutes from 12/13/2000 meeting were approved with the following corrections:
Jim Snodgrass is spelled with (2) 's'.
State Fire Training is now under Fire Protection.

III. Treasurer Report
Bank accounts are now balanced to the penny. Refer to handouts for detail.
Charge accounts now set up at Office Depot and Staples. Home Depot to follow.
All past class funding and bills have been brought up to date.
Checking and savings accounts are now accessible via internet (by the treasurer).
'Bad' checks from students issue… discussion to forgive existing very past due bills (90 days or more) if the student does not respond to a single request via letter. Current process set up by Treasurer Vogt will prevent this issue from occurring again. 'New' debts from students still need to be aggressively pursued.
MOTION to attempt collect existing owed money with a single letter, with no further follow-up if unsuccessful by Snodgrass, 2nd by Miller………….PASSED
IV. Training Calendar
Corona, in conjunction with Lucchesi, to do an Instructor Orientation class within 60 days. CTC may also host this class, dates yet to be announced.
The outline for this class has been substantially updated.
Call Cox ASAP if you have students that will attend this one-day course.
Level 2 classes to be scheduled from 9/01 to 6/02. Entire series to be taught at CTC.
Instructor 3: March 12-16, 2001 in Corona
Instructor 2 series may be offered this spring, no exact dates yet.
V. Committee Reports
RCFCA- no report
Truck Academy- January academy starts 15th.
March academy signups to start next week.
Equipment trailer still being researched.
Lottery draw for students working well.
Student book to be re-worked into a standard format.
RCC- RCC happy with the CTC way of class reporting.
2000-year stats being compiled.
One law enforcement and one fire full time facility member's to be added. Flyer coming out soon.
Paramedic coordinator flyer out soon, first class in 18 months or so.
FF1 Academy-Teaching assignments being worked on.
'Old' outline for FF1 to be used for this first academy, academy curriculum still will surpass new FF1 outline.
This Saturday, January 13 @ 1000 hrs @ CTC…base line agility to be held. Walk-ons welcome, minimum age 18.
Jan. 27 will be first agility students can take to qualify for academy.
SFM- Terrorism classes still available, but must be delivered by March 31. Call Lucchesi ASAP if interested. Minimum of 18 students required. All topics are 2-day classes. Lucchesi is also part of the inspection team for academy accreditation.
So. Cal. T/O March 7 next meeting.
EMS- No report
Finance- CPA mtg. Went well, tax issue to be handled through RCFCA. Class financial reporting to be standardized to show class costs, and available monies for equipment. Treasurer Vogt to handle.
By-laws- After the 'laws' are finalized a read-only link will be added to the web site.
Unfinished Business
· Meeting date change….change March 14 to the 8th.
· Plaques for TJ and Windsor to be handled by Kelleher.
· Colmac budget…full accounting accomplished. System now in place for 'per class' accounting for costs and funds for needed equipment. MOTION to accept budget system for Confined Space and Trench by Kelleher, 2nd by Mulhall…PASSED
· Evacuation signal (RIC/FOG): Jennings passed out a full size copy of the FOG section to assist in bringing all departments in line. Jennings to write a letter to request RCFCA adopt the FOG system within their departments.
· Enclosed trailer for general use as needed to be investigated. Anyone who locates a new or used
trailer in the 20' range bring the info to the Feb. meeting.
New Business
· Membership in So. Cal. T/O's to be purchased for any board member that is not already a member as a matter of policy, on an annual basis. MOTION by Cox, 2nd by Mulhall….PASSED
· AQMD blanket burn permit to be investigated by Cox.
· PACE II meeting on April 5 at CTC, submit applications by March 22 directly or to Lucchesi.
Announcements
· Conex available at CTC for FF1 academy equipment…donated equipment can be dropped off now. Also, ladders and hose need not be currently tested to be donated.
· Cox-propane institute has 'free' books and tapes, check out the ad in Dec. Fire Rescue magazine.
· Vogt- Fire leadership series being developed…more to follow in coming months.
· Propane seminar at Palm Springs Feb. 1, 1300-1700 hrs., Feb.2 0900-1300 hrs. Flyers should be out soon. No cost, same class both days. Propane vendors putting it on, 'canned' show centered on emergency response info.
Round Table
· Corona- Training center has broke ground. Confined space vaults being upgraded.
· Riverside- New KME pumpers delivered.
· Cabazon- Looking for 4 spots for March truck academy, call Chief Wilson ASAP if you can donate your spots.
· Cathedral City- Truck for sale, new telesquirt being researched. New D/C by next month. Hopefully 3 new FF's by next August.
· Idyllwild- Need reserve paramedics and firefighters, pay by the shift.
· Murrieta- New American LaFrance pumper coming. March to see the start up of paramedics.

Presentation, Mary Kaylor, RCC paramedic program coordinator This item was moved up on the agenda. Mary gave a presentation on the progress of the paramedic program. The program is expected to start march 2002. Mary presented a letter asking for a fire service representative on the Paramedic Program Advisory Committee. She also is requesting a few fire service representatives on the Paramedic Field Internship Task Force. This group has its first meeting on May 25. Mary also stated she would like statistics of possible #’s of students from each department, and will be accepting instructor applications at a future time. The membership discussed and agreed that we would forward the request for the Advisory Committee position to the County Chiefs’ Association for their consideration. |

Reports
Chiefs’ Association- No new news Truck Academy - Maze trailer has been repaired. RCC - Vogt gave a presentation on a Vocational Education grant application through the Chancellors’ Office, and it’s benefit to RCC and the TO’s programs. The grant requires matching funds, and the matching funds are already being provided through our existing programs. Motion by Snodgrass, seconded my Mulhall, to approve the TO’s signatory participation on the application. President jennings then signed the application. Vogt and P. Kelleher will be traveling to the National Fire Academy for a National curriculum development program, sent by RCC. FF1 Academy-Graduation tomorrow! Vogt gave details about the graduation events. Roof
Props: Injury occurred to Riverside County Fire employee while working
on the roof props at the Clark Training Center. The roof props are not
“owned” by any one agency. The responsibility rests with each user
agency to conduct a thorough “pre-class” inspection of the props for
safety, as well as repair damage and restore props to good working order
after each use. · Association Class Certificates: currently, the President of the County Chiefs and the President of the TO’s signs the certs. After discussion, it was agreed that the President of the TO’s and the class instructor should sign the certificates.

IV. Presentations:
Brig Williams of Allstar Fire Equipment introduced John Skaryak of Scott Technologies who gave a demonstration of Scott's new accountability system and distress transmitter (SEMS) in answer to the 2003 NFPA Standard that will require a radio signal to an exterior monitor for 'firefighter down' events. It will be available by December 2001.

· 8/24/01: SFM Instructor Orientation class @ CTC, $125...call R.Vogt asap.
· Level 2 command series to start in 1/01
· RCC is looking into 'open campus' classes (internet based). Get any ideas to R.Vogt. Classes need to be 'self-study' style, like I-100.
VI. Committee reports:
· RCFCA to meet 7/12/01, report to follow.
· Truck: on track for next year of classes. Trailer is being worked on by Soltz.
· RCC: P.Kelleher is moving into a full time faculty position w/ RCC. Sherry Patterson will be a new coordinator at CTC.
· CTC to become a true campus of the RCC district, this may add general ed. classes and other school related programs.
· FF1 Academy: Ready to go on Oct. 15. On 8/11 CTC will do a physical ability test, and on 9/10 an academy orientation class.
· SFM: R/S 1 and RIC instructors must complete the SFM Inst. Or. course. PACE 1 mtg. on 7/26/01. EMT issues...call Bob Cordray at 916-445-8154. F.C. III mtg. soon, no details as of today.
· SoCalTO's: Fresno Conference dates 11/5-8/01, agenda is published. Next mtg. is 8/7/01 in Long Beach.
· EMS: want a list of 'public defibs'? Call Brian MacGavin at Riv. Co. EMS. High E/R diversion % throughout county, no answers yet to this problem.

Down FF seminar in San Diego was attended by R.Vogt, very good. He will reproduce the instruction book for all RCTOA members.

o Discussion about validated/non-validated physical ability tests for RCC Academy and for use as 'pre-hire' card by departments. Financial impact of purchasing a CPAT or Biddell test and who/how to pay for it. Discussion and details gathered by P.Kelleher will go to RCFCA mtg. for further input.
o Cathedral City will be upping daily manning to 12.
o Idyllwild investigating using County as dispatch.
o Pechanga has new command vehicle and held FEMA mgmt. training recently, new 14-story complex...personnel to travel to Las Vegas for high-rise training.

o New software to track personnel to be available w/in 6 months or so.
o NIOSH and OSHA will adopt 310-1 as the 'industry standard'.

VI. Committee reports:
· RCFCA: Accepted the letter written by P.Kelleher defining the difference between the RCC physical ability entrance test and a 'validated' test many FD's use for hiring.
· Truck: Trailer and it's inventory available by reservation by any Riv. Co. FD., call M.Kelleher for details. Notify R.Vogt ASAP if you are using your allotted Truck Academy spots.
· RCC: FEMA grant has been cut due to movements within the state budget, many planned purchases for the academy are now on hold.
· FF1 Academy: Ready to go on Oct. 15. On 8/11 CTC will do a physical ability test, and on 9/10 an academy student orientation class. An instructor meeting will be on 8/22-01 at CTC.
· SFM: R/S 1 and RIC instructors must complete the SFM Inst. Or. course.
· SoCalTO's: It's a good organization to join, $30 annually. Fresno Symposium has new dates...Nov. 5-8, 2001, agenda almost set, Registration starts Sept. 1, spots will go fast. Mike Jennings has been nominated for 1st VP. Next mtg. in Orange Co. on Oct.2, 2001.

· Discussion on the need for a standardized 'Line EMT' class. Cox handed out a draft class outline Corona is working on.
· A RCTOA certificate blank was passed out for approval. Motion by Paulette, 2nd by Cox to pay $150 to buy the set-up and 500 certificates. PASSED
· Line of Duty Death instruction manual handed out by R.Vogt.

President Jennings requests the By-Laws committee look at web site linking, private vendors to the RCTOA site, and placing the RCTOA link on other sites.

X. Round Table
o Norco is terminating their apprentice program, too high a cost and too much turn over of personnel.
o Pechanga has offered their new high rise as a site to do construction instruction for the upcoming truck academy. Looking to purchase a type 3 engine soon. Working to initiate 'auto-aid' into Temecula.
o Corona will be flying FF open application for 9 FF's by 1/02, and maybe up to 25 off this list. Received FEMA grant training, will produce a 160-hour engineer academy in-house. Also FEMA grant will buy a new type 3 engine. Sta. 7 opening by 1/03.
o Murrieta is looking for 'flat-roof' prop plans. CHP will put on a freeway safety class; a report to the RCTOA will follow next month.
o Jim Reing offered to be a liaison between fire equipment manufacturers and the academy for possible equipment donations to make up the lost FEMA money. Jim and P.Kelleher will discuss options and a 'needs' list.

Idyllwild: County
Fire will be taking over dispatch for Idyllwild Fire Protection District next
month. The FF/Medic reserve program has increased staffing and is a success.
Cathedral City:
Will hire 3 Firefighter Medics. Testing this month 22 applicants
participating.
Corona:
Training center is moving forward.
Pechanga:
Pechanga will be traveling to Boise to add BIA to the “ 6 Party”
agreement. Currently 36 BIA departments in California.
State Fire Training:
There is no reciprocity for out of state firefighters wanting a Firefighter I
certificate.
CDF/Riverside County:
12 new medics and medic coordinator hired.
Room 217 completed at CTC. Air
Conditioning and Heating currently being repaired at CTC. Room 216 has been
started.
Navy Fire Norco:
Tim will bring information to share next meeting.
RCC:
All Command 2 classes have been scheduled. Class attendance for RCTOA SFM
classes high.
CDF/Riverside County:
County Fire returning to County Board of Supervisors to request $ that
were cut in budget for hiring be returned for staffing. Budget was cut approx 1
million. If the County is successful 125 new firefighter II’s will be hired.
Murrieta:
1 Opening for a Firefighter Medic. Only 2 applicants having serious
recruitment problems. Problems being suffered by all of Southern California.

· CTC to become a true campus of the RCC district, this may add general ed. classes and other school related programs.

· SoCalTO's: Fresno Conference dates 11/5-8/01, agenda is published. Next mtg. is Dec. 3/4, location TBA.

Certs/Quals now official. RCTOA is
anticipating being part of the review committee for Riverside County. Two years
from 05/2002 is the timeline to produce and submit historical data for position

Motion to support upgrading the
drill tower at RCFD with $5,000 by Vogt, 2nd by Vanderhorst. This will bring the
tower up to new state standards for R/S 1 and will handle major maintenance and
upgrading needed due to the continued use by RCC academy classes.

Riverside City FD delivered a
check for $257, 000 to the FDNY.
·
CDF is holding a FF II academy
now, and starts another one in January 2002 at CTC to help with planned manning
increases in the County. A new captain's position may soon be developed to
handle all equipment records and upkeep at CTC due to all the different classes
that need to share the same pool of equipment.

CCFD has hired 3 FF/P
·
Murrieta has annexed a large chunk
of land by French Valley.

· Riverside City FD continues to upgrade the training facility, work on the RS1 props has been completed.
· Hemet has a new training facility at 319 E. Latham, no phones yet. Will be opening a firefighter recruitment process in February. A B/C test is planned for January.
· Cabazon tribal FD hosted 3 FDNY personnel for ceremonial purposes. A very well received visit by FDNY. Thanks Chief Wilson. A 1981 Suphen 85' truck has been purchased. Info on truck ops and tactics...please forward to Chief Wilson.
